Integrated Management System

Management system standards, like ISO 9001, ISO 14001 and OHSAS 18001/ ISO 45001, are using the same Plan-Do-Check-Act improvement model as the fundamental principle of the standards, and International Organization for Standardization (ISO), which publishes the standards, has refined the structure of those standards to enable easy integration. In fact, it is more efficient to integrate management systems for quality, environmental protection, occupational health and safety into one single management system. Organisational goals can be unified, strategies can be harmonised and performance can be optimised.
 
When other sector specific management systems, like food safety management systems, are implemented, integration can be made too. By adapting management techniques like management by objective and the process approach, different management system elements can be stratified and integrated at different levels, e.g. corporate level, business level and operational level.
 
Certification Standard
 
HKQAA developed its Integration Management Certification Scheme to certify integrated management systems against any combinations of management system standards, including ISO 9001, ISO 14001 and OHSAS 18001/ ISO 45001. An Integration Management System Certificate is granted to organisations that demonstrate compliance to the applicable management system standards and effective execution of integration of management systems.
 
System Requirements
 
Apart from the requirements stipulated in the management standards of the combination selected for integration, there are requirements on integration of processes in the Plan-Do-Check-Act Improvement Cycle. There is no fast and easy rule for the extent and degree of integration. Organisations implementing an integrated management system need to consider the pros and cons of each integration and determine the most suitable arrangements that improve management efficiency and organisational performance as well as stakeholder satisfaction.
